Deprivation of the Final Farewell: A Violation of Prisoners’ Rights and Human Dignity

The Al-Amal Center for Human Rights and Justice is closely monitoring with deep concern the case of prisoner Ali Ahmed Ali Ahmed, who is a beneficiary of the Alternative Sentencing and Measures Law – Jau Prison phase, following the death of his brother, Gharib Ahmed Ali Ahmed.

According to information received by the Center, the prisoner’s family has submitted an official request to the relevant authorities to allow him to attend the condolence ceremonies, scheduled to begin on the morning of April 26, 2026, and to continue for three days. We hope this request will be approved on humanitarian grounds, taking into account the family’s circumstances and the prisoner’s right to a final farewell and to console his relatives in their loss.

Depriving the prisoner of his fundamental human right to share moments of grief with his family and to mourn the loss of a first-degree relative constitutes a clear violation of human dignity and exacerbates the psychological and social suffering of both the prisoner and his family during such sensitive circumstances.

This type of case carries no security dimension that would justify denial. Rather, it falls within purely humanitarian considerations, where human values should take precedence over other factors—especially in light of the implementation of alternative sentencing programs aimed at rehabilitation and reintegration.

Human Rights and Legal Framework

National standards emphasize the necessity of respecting the human dignity of prisoners, particularly in emergency situations related to family loss.

The Nelson Mandela Rules highlight the importance of enabling prisoners to maintain family ties, especially in cases of death.

Bahrain’s international human rights obligations also require consideration of humanitarian aspects in the enforcement of sentences and alternative measures.

Human Impact

Preventing the prisoner from attending the funeral amplifies psychological pain for both him and his family.

It deprives them of a crucial human moment that could help ease the burden of loss.

It undermines the rehabilitative goals of alternative sentencing programs based on reintegration.

Demands

The Al-Amal Center for Human Rights and Justice calls on the Ministry of Interior – Alternative Sentencing Administration to:

Consider, on humanitarian grounds, the family’s request to allow prisoner Ali Ahmed Ali Ahmed to attend the condolence ceremonies of his brother, Gharib Ahmed Ali Ahmed.

Establish a clear and rapid mechanism for handling urgent humanitarian cases such as the death of a first-degree relative.

Strengthen the humanitarian approach in implementing alternative measures in line with international human rights standards and the dignity of prisoners.
